Just uploaded 3.1.3 to a new IMAC, but the scroll bar in the Adjustments tab and the brower will not anchor–that was never a problem with 3.1.1 with the old IMAC. How can I fix a scroll bar that shows then disappears?? as always, thanks

If you are running Lion on your new iMac, that would explain the scrollbars you see. Disappearing scrollbars is a new “feature” of Lion. You can turn it off.
Open the System Preferences from the Apple Menu.
Select the General preference pane. In the 2nd section you’ll see settings for scroll bars. If you want them on all the time, set it to Always.
