I have a Managed Library containing a little over 10K images. What would be the procedure to recreate my current into a Referenced Library?

Go to the Photos view, select all, and choose menu File > Relocate Masters….
This is discussed in depth in various posts on this site (just search for “referenced”) as well as in the ebook “ApertureExpert’s 15 Tips on File Management in Aperture 3” in the first chapter.
